This means that windows is booting, it just couldn't decrypt your C: Volume.

If you wanted to boot a bootloader like grub, you simply lost the interrupt race. Firmwares usually let you choose what you want to boot, amd can sometimes be found on the exit menu. Otherwise, disable fast boot and then press what ever the magic button is to 'boot from a device', like del, F8, etc.
