There are "small" chip houses that will build them. I know of one in CO that looks like a typical office building in the middle of nowhere. You would have no idea they are building advanced military chips but they are. They also take custom orders from even someone only wanting to do a run of 50-100 (It will cost you though).

Not everything needs to be a ultra clean room super factory if you don't need the latest super tiny NM specs.
