Some typical greedy businessmen took over. They started making changes to Google search to cause users to view more search result pages while using it so that more ads would be displayed and Google would make more money per visit. They did things like intentionally making the results worse so that people would have to enter more queries and click through more results pages to find what they want.
People in the SEO industry noticed that websites that were down ranked by earlier Google search updates suddenly got higher rankings after the 2019 update (when the businessmen took over). It looked like Google undid some of the major changes that used to block garbage SEO sites.
