It's not a reporting error. Those coverage maps are pretty granular, and incredibly hard to screw up for fiber because the placement is exact.
You're reading into what I'm saying adding intent and replying to that.
i.e. It's a reporting error by definition meaning that they reported a something inaccurately. (Only you attributed any kind of intent)
Compare that to comcast taking millions of tax dollars over decades and failing to deliver on their contractual obligation.

When they file those reports they have to certify as to their accuracy showing current coverage. Those maps are used pretty much exclusively to distribute broadband expansion subsidies. Overstating coverage isn't an "oops", it's to block broadband from an area to monopolize coverage in that neigborhood.
