What's the advantage of using electromagnetic radiation as opposed to standard cameras?

Cameras are expensive to purchase, install and maintain (software upgrades and physical maintenance.)

Electromagnetic radiation can pinpoint your location, in real time, with just a few clicks. (So long as you take your phone, keep it on your person and don't wrap it in a Faraday cage.) If you're a modern man, your phone is modern, probably has front facing and rear facing cameras. These too can be accessed with a few clicks, both confirming your identity and that your surroundings match up with your real location. (Spoofing proofing the data.)

I'm aware of that, phones can easily be traced by GPS, triangulation, or a list of nearby wifi routers. My question is more akin to why would they use cell towers to track you when they already have near pinpoint GPS already and why would they opt for electromagnetic radiation tracking from the tower vs a standard high definition camera? 4k resolution cameras can be had for under a hundred dollars, coupled with an alright lens and you can quickly identify at distance.

You are more than willing to adopt things to make your internet faster, not so willing to install cameras everytlwhere you may go.

All major US cities are already covered in a network of cameras, people don't care.
