Haven't these attacks from Spectre (and perhaps before) all been on pretty basic hardware optimizations? It's not just Intel, it's CPUs made in the last decade and farther back. Optimization leaks information in the form of variations in utilization of hardware resources. Other programs can detect these variations and recover information.
Given Intel's popularity, it's not surprising that attackers focus more on them. I'd assume that every platform is vulnerable, and will continue to be unless we roll the clock back on speculative optimizations they do.
