Why do we even need to keep them afloat? A "community channel" website with local news and some local submissions would work better these days. No studios, television cameras, editors, etc.
That the subscriber base for cable is dropping suggests that the viewer base for community television is probably dropping at a similar rate - if there was an appreciable viewer base to start with.
