my cpu usage jumps all over the place and pins at 100% when i open anything. everything is stuttery and even video through browsers doesnt like to play
Probably some kind of miner or something. I don't know anything about that image upscaling program or where you downloaded it from, but ensure you download the installer for something from the actual source who creates the program and not an installer file provided by someone else. It's still no guarantee, but it will make it less likely that it could have different miners and loggers inserted by a third party.
I recommend programs like:
- Bitsum Process Lasso (in place of task manager, offers persistent process CPU affinity, restraint, priority, throttling, mem trimming, killing, etc.)
- TinyWall (in place of or in combination with Windows firewall - https://tinywall.pados.hu/)
- Blackbird (privacy, security, performance, etc. - https://getblackbird.net/)
Also, I recommend that internet access is always denied via firewall for absolutely everything except programs you specifically allow. Also always have internet completely disabled while running cleaning so an infection doesn't just redownload files mid-cleaning and undo your cleaning efforts before you're even finished.

Well, I can tell you are running Windows.
1) Get CC cleaner and remove any programs you don't use or need. 2) Check startup and don't let programs you don't need start at windows login. 3) Use the CC cleaner registry cleaner option.
If 1-3 don't work, save your files to a USB stick and do a fresh install of Windows.
