I think it's what they claim it is. I don't see why they'd be putting it up in public otherwise.
They love to hide their weapons in plain sight. Look at the "vaccines". Especially, China loves to trot out their weapons in public view. I will concede the possibility of your point, but given what I'm seeing these days, I'm much more jaded. Time will tell.

Kind of. Think of CERN, they advertise it as some research accelerator for scientists. Let's not kid ourselves here, no one would sink the kind of money into a civilian research project like that. But some nefarious military device, no doubt. You and I will never know. Ever.
