Would a Tesla or other smart-car system have made a difference?
That's a good pragmatic approach for those decrying these cars' safety. Do they on a whole make it safer? Naturally some situations will be made worse, but others might be made far better.

Make it so you have to lock your phone in a box to drive the car. Bypassing this restriction results in charges equal to those for driving impaired.
