Works well as passive radar. 2.4ghz and 5ghz wifi radar systems already exist which allow for radar into buildings, through walls. The higher frequencies allow for higher resolution.

The 5G radio is constantly emitting. If it didn't, devices would not be able to connect with them. The carrier wave is always going. The signal/data modulated into it changes though. The "ping" is in the signal/data not the carrier.

Carrier is continuous. But the passive stuff happened off of the handheld device response. Which is the ping.

I for one am happy increasing amounts of energy pass through my body on a constant basis as new technologies emerge and placed into action without safety data and testing.
In fact non ionizing radiation is so safe that I remove the faraday cage on my microwave so I can enjoy a pleasant and warm feeling as the energy flows into my body.
Government and industry never ever get things wrong.
