It was unbanned (or more likely restored from backups as you surmised) when they were recovering from breaking their BGP advertisements.

Pure dumbassery to change BGP advertisements from off-site due to the risk of not being able to get back in when a change goes south.

That sounds almost plausible until you realize that, if Citizen Jim and Jane's internet doesn't work, they aren't going to be logging into farcebook.

Exactly. Why does Facebook need a worldwide private internet backbone? It's not there for Jim and Jane's benefit.
