Hexchat is pretty good for IRC chatting and works on every both Windows and Linux (Note, don't click the Win10 App link as they'll try to beg $10 off you. Just use the normal Win10x64 installer. Most Linux distros already include it.)
I really wouldn't recommend anyone use ICQ, so you're on your own there. Started as an Israeli company, then bought as a crappy platform by AOL, now the Russians own it. If you want a modern chat that is in popular use, check out Discord or Slack.
(Note none of these are encrypted, so if that's what you want you still won't have it.)
Hexchat gives great access to free book collections too.
I buy books occasionally but most new books are complete scams. E. G only samples are well written and edited. They also write one book. Split it into three or more and sell each separately for full price.

Discord is infected top to bottom by CCP rice-kikes. They don't even pretend to not monitor every conversation for "trust & safety."
