Author Durden needs to do better research, as this crap was in full swing way before 9/11. Just the TIA component is circa early 2000's (https://epic.org/privacy/profiling/tia/). I've seen other bits and pieces of today's Big Bro going back to the early 1990's, and would not surprise me if it extended ten years before that.
