In my rural area we're somewhat blessed with a couple of ISP choices, unlike many other areas. Many people close to the phone company office, like me, canceled cable and switched to "high" speed DSL, which is also half the price of local cable. The data cap for cable is only 1TB. I can burn through that in a couple of weeks. DSL has no data cap and lets me stream all I want. I wonder when they'll reach a large enough base that they'll start capping and charging extra. Fortunate, we have a third option currently being installed, with the blessing of the local towns. Gigabit fiber will be $70 per month with no data caps starting by summer 2019. This is an all white area. Maybe, it's desirable to do business here.
