Mainland China really has no shortage of land and Hong Kong is not only owned by China but has depended on them for drinking water, they are inseparable. They may as well just redraw the boundaries a little. Or, even more sensibly, stop breeding.

HK was under control of the British until 1997 when the treaty they had with China expired. The same thing happened to Macau in 1999.
