They already track users movements, so I'm guess the article probably has more to do with expanded data sharing or maybe use by the feds.

They've had the ability for sure, but they are writing new code specifically for this purpose, and designed for the 22nd century framework.
Starlink is already putting up impressive numbers and the U.S. Space Force is not a joke, the first mission already underway is upgrading their Milstar satnet. The future is only beginning.
