There's a massive corporatist "free" offer already, don't underestimate the free stuff part, it's not because there's no old fashioned direct toll on it that it's not interesting regarding larger ways of making a profit

AT&T and T-Mobile offer 64kbps internet via cellular, although it's mostly for M2M uses.

I have one, it's $25 a year for a 64kbps connection. That's enough to send simple data and talk to mail servers, but that's never going to work with today's craptastic heavy websites.
