There is data presented in the article. Check out the hyperlinks at the very beginning of the first paragraph and it will bring you to speedtest.net rankings which show that the states have been increasing in speed. How valid this evidence is? Good question, as it could be skewed by ISPs themselves. I think it does show evidence that the US has been increasing in its internet speed though.
