They have them. They are called the Elders and the Bishops. They judge and the community polices. Sometimes unfairly. A daughter is raped by her father and three brothers, the elders judge her at fault for speaking out and shun her. Meanwhile the father and brothers continue to rape her and now she will be punished if she speaks about it. Although rare, it does happen enough to warrant notice. I am former Amish.
This surprises me.
Like I said very rare, but I have seen two such cases in my life. No one dares to disobey the elders or bishop as it is against the Ordnung and they too will be shunned.
