This is correct. I feel strongly about this and I used to wait tables for tips.
15% of the pre-tax subtotal is customary for a full service restaurant. You are taken to a table, assisted with the menu, food and drink delivered to you, can order whenever you want to, and keep the coffee hot and the cokes from running out. Crackers for the starving kids before the orders come out. Start the ketchup bottle for you, take away plates when you finish, and clean up your mess with a smile.
I would also insist on paying in cash to ensure this corrupt system does not overcharge me. You cannot trust what is on the screen, so you cannot trust that the charge to your card will be what it reads.
Then I would never go back to this place.
