Let's make it a requirement that if you are on gov benefits you are on forced (injected) birth control (men and women). We can say if you are on benefits more than 2 months then it kicks in... Most White and Asians are on it for less than that. Cap the payout for "keedssss" at 1. That way they don't get paid more for the more they shit out.
Lets make yet another rule. If you have a child during the time you should not be able to. You are instantly removed from the system and can never be on it again.
