Caveat emptor - seems to me, the parents need to be recalled

Yeah, That's how I read this. If you have a pool or something then its on you to make sure it can be "safe" especially if you have young kids.

If I had an above ground pool like that I would have a ladder that is only to get out but not in that would never be removed. If nothing else a kid could hold on to it while screaming for help.
