I see what you mean. That is a more logical approach to mixing, doing it in foreign nations in order to improve their local stock while keeping our own safe and insulated. We can still observe the results without any risk to ourselves and our own genetic stock.

I think it's more instinctual than logical, but you're right there is some sense to it.
I think it's less about trying to improve their local stock, and more along the lines of how if you want to eat, something that's not you has to die. It's a harsh truth and nature is full of them.
