There was a federal law but he needed a state law so the Ohio Highway Patrol could go after people. The feds aren't wasting their time on this.
There are people who will go to Michigan to buy weed to avoid Ohio's high taxes/fees. I still don't see how you could get busted for it. Drive the speed limit near the border, and don't allow them to search your car. You'd have to admit this crime to them, how could they prove it?
