Isn't this a situation where the state would come in, dismantle the police department and bring in state police to patrol the city? Maybe even suspend local government? That whole city is fucked up.

I'm not sure how that would work. I know cities have disbanded their departments before and paid the county to have the sheriff take jurisdiction.
