This is what happens in communist and left wing countries where they elevate the pay of low skill jobs and don't increase the pay of everyone else. People are left wondering why they would have occupational exposure to disease and infection, work longer hours, and go through far more training when they can just drive a van around and make a little less money.
Same thing happens when you pay fast food workers $15 or $20 an hour. Why take some demanding labor job like a carpenter that pays $20 or $25 and be stuck working outside all winter when you can just make $5 less and work at McDonald's where you sit on your ass most of the time except for an hour or two (maybe 3) of rush time per shift?
Cuba is a prime example, people would rather be the janitor in the hospital because it's easier and just a little less money than being a doctor.
