I wish they would go into how this radio access was cut. Perhaps they used open frequencies prior and moved to a trunked system? Even then a police chief would likely have access to those systems or at least understand the technology involved.
Ohio has been on interconnected trunk for decades.I assume they could just digitally tell their portion of the network to stop talking to the rest.
I wasn't sure how that worked, I know they sell trunk scanners which are crazy expensive so I figured there was always a way to pick it up.
I'll have to ask around on how the newer trunks work.
