All gun laws are unconstitutional. Federal laws supercede state and local laws. So this is really just political posturing. Enforced? So a law enforcement officer can't stop a civi for just this... Something tells me that once a case hits the justice system, a prosecutor will see fit to add any charges it likes. By the time an officer gets thier cuffs on a civi, it's already too late. They'll press charges even though they know they won't hold up in court, just to pad their points. (Lots of police still "unofficially" work on a points system. They just don't admit that publicly.)
