Trying to find more, but there was a post on Twatter detailing that FEMA has chosen East Palestine for 'chemical emergency training' or the like, as well as something else passed in a bill that gave Feds the ability to declare an area uninhabitable and force people out - kind of like imminent domain but because of a "crisis" instead.
