The wreck happened on 2/3, evacuation happened on 2/5, and the burnoff was ordered on 2/6.
People were told it was "safe" to return on 2/8.
That map shows fires going strong through 2/14, six full days after people were told it was safe to return.
TLDR: it's bullshit.
It's a simulation of the wind pattern from 2/4 - 2/8 showing where the "fallout" may have spread, including the days of burning. Let's just hope most of it went out to sea, though and follow the damage done along the waterways.
