I read a story about this yesterday. It did say they missed but it also said there was a video of them shooting the armor 5 times on one kid and at least one time on another kid. I don't think it said what caliber I just assumed 9mm but to take that many rounds it seems like it could only be .22 but how does a .22 kill someone that should have all their vitals covered.

It does say it was a 9 but that can't be accurate.
Maybe the area not covered by the vest was the upper chest, like some vests don't cover the neck area. And the wearer was a 16 year old, so he could have been smaller than an adult, and more of his chest was not covered by the armor.
