Every other anime these days has little girls as main characters and the target audience is older men. They can invent every kind of permutation possible but it's still obvious what they are doing.
Normally I would agree, and I find it creepy when they do it. In this case... it just makes everything more hilarious. The series runs on dark humour and nothing is funnier than seeing a conniving psychopathic middle manager stuck as a cute girl.
