You are looking for degree mill morons from 3rd world countries. I have interviewed such a moron. Their resume is glowing and they can get some (usually fake but not always) referrals but you ask them anything other than what is on their "interview script" and they can't answer another question for the rest of the interview. Actually, that happened last week. Always look up the "schools" people claim to have a degree from. Some of them are a instant red-flag to cancel the interview entirely before even bothering. Your time is worth more.
