How is this an issue? They can break that steer-wheel lock open when they steal cars. Why can't they do it here?
They have used both saws and bolt cutters to cut the steering wheel. Source: i have had friends that had cars stolen and the niggers would even leave the tools behind. My buddy ended up with a nice snap on slide hammer, long handled heavy duty screw driver, and a brand new set of bolt cutters that were like 3' long when they recovered his car. He had a "club" installed at the time of theft, which wasnt found in the car. Go figure.

It's probably a cheapo wafer lock. You can probably pick it open easily with a wafer jiggler. They're like two or three bucks for cheap Chinese ones.
Probably easier to replace the rim than to saw through the club.
