Oh they are, but I dont think the FBI tracks how *quickly* they were resolved. It may be a personal preference, but I care a whole lot more about time than rounds. 3 rounds or less typically incaps an assailant *eventually*. Possibly after Stabby McMeth already shanked me. I'm very partial to the number of rounds that stop Stabby *immediately*. Not Stabby ran away, or I ran away, or Stabby bled out in the ambulance after dealing death or serious injury. While it's somewhat impractical to plan for that .01% of the time where Stabby takes +10 rounds and keeps coming, my gut feel is that the right amount of rounds is more than 3. ;)
