They did that because they knew if it came out that he bombed the building in response to the government murdering women and children he would be seen as a hero and a martyr.

It's either or and I wouldn't put it past them to sacrifice the children of desk jockies to further there plans. Heck they would probably sacrifice their own children. But yeah, just as likely there was no daycare and it was a lie.
