Meh, I wan't to be a one of the "Taxation is theft" crowd. But, civilization does have at least a minimal upkeep that needs to be paid.

The problem is the incentive structure of taxation. The responsible are expected to bear the cost of civilization while the irresponsible get all the protection. Fix this problem and you'll get a lot less bitterness from the people paying into the system.

You want a system where everyone pays into a pool of money to provide a specific service to your community? Make it voluntary and exclude non-payers from the service.

Yeah, that's what I'm saying. The problem is, "non-payers" are being represented at the cost of the payers.

Let's talk welfare. I have no problem with welfare in general. The problem is the incentive structure in place. Require community service to gain benefits and it's probably worth the cost of taxes to have someone mow the park's grass in exchange for a few cans of beans that I paid for with my taxes. Pick up enough trash around the city, and maybe it's worth paying for this person's house.

Oh, wait, we have a word for this. It's not called "welfare", it's not called "community service", it's called "an honest job". Problem solved.
