Maybe I'm interpreting this poorly but it's gods manipulating priests, priests manipulating pharos(kings), pharos making the plebs fight and die in war, and the lower stratum are Niggers, jews and arabs(?) Jews are displayed as wearing strange head coverings and the shawls could be a reverence to their priests.
