Isnt it because car manufacturers get away with allowing different mileage and co2 pollution levels for (larger) Utility vehicles/ SUV's - and was part of the reason for the massive increase 2 decades ago. IE, the rule is not as stringent for suvs as opposed to sedans so manufactures just moved to making larger suvs because it became more profitable for them based on vehicle size/ weight and allowing more engine emissions, something something.
