Looking at what's crawling through my neck of the woods, most don't even understand percentages. 20 % do and the other 30% don't.
Doesn't 'per capita' roughly translate to 'per head'?

You're alright. If you reduce it to that then yes they'd be equivalent. Per Capita is just standardizing numbers from unequal population groups so they can be compared. 163 / 1000 blacks do X whereas 14 / 1000 Whites do X.
