Any signal going outside your walls is public!

I noticed he never mentioned helping him pay for it.

I would open it back up for him and then manage the traffic and only give him 100KBS. That way, I'm "neighborly". Later, after he came back to complain my WiFi was too slow, I'd tell him to call the ISP.
