Kiryas Joel has been a blight on lower NY State since the early- to mid-80s, when the jews started moving into the town in droves. At one point they sued the state to try to force NY to divert more water to them (instead of NYC) because they hadn't built out the infrastructure enough to handle a horde of welfare rodents.
