They are specifically israeli-born 'Bochurim', and travel to the States to be hosted (no doubt pulling some kinda immigration scam) as they learn at the Synagogue - so sleeping on site means a whole bunch arent paying rent somewhere. Parasitical Bochurim (chabad.org)
