That is part of it but another part of it is to make people think that they cannot possibly do something they are not told to. This was very visible during the extended lockdown's in the US. In different ways, its visible in culture in the US going back to the early 90's at least. Do as your told and do not question. All state/government and to some degree "adults" are your authority and you will obey. Now. Take some people that refuse. That are willing to question and to speak out. To question that just because you are a Teacher, Government, Adult, whatever that you are not automatically an authority. You cannot allow people like that to be visible in any space if you are a system pushing for control. You cannot allow others to see that there is no action for ignoring their 'authority'. You crack down on the 1-5 people that stand out and many people fall in line. Now. When 500 people stand out.. You cannot crack down. you have 40 people at best to control 500. You back down. That is why they cannot allow a platform where people are allowed to speak out. It degrades the control of the state. A proper high-trust society does not need that government to keep the peace, they do it on their own. The job of the gov is to make sure that society cannot exist so you have no choice but to turn to their enforcement. A micro version of this is that jackass who yells in your face "DO YOU HAVE ANY IDEA WHO I AM". The only correct answer is "NO, AND I DONT GIVE A FUCK WHO YOU ARE". They are the "better men" that want to rule you.
