I wouldn't be surprised if it's a software thing, the recorded size of the pool noodle exceeds half the volume of the box (they have a very limited number of box sizes), even though in reality it really doesn't, or there's a minimum amount of "free space" required per box that has that effect, or someone has entered the volume or weight of the pool noodles wrong.
It come from the manufacturer in a proper sized box to the walmart distribution center. You would think they would just slap a new label on that box. Amazon and other retailers love to do that with expensive electronics..
