Modify the law. Say that any city/state can only have ONE flag. If they chose the fag-flag or something similar the administration will be gone in the next election if not sooner.
The majority don't care that much but if every state flag starts turning into fag-flags the people will be pissed and the swamp can be drained faster.
Also, why the fuck did they not think about this loophole (or maybe they did). Hire me for 20 minutes to look at what you are drafting and I will tell you what they are going to do to subvert it. Hell, I'll even do it for free as long as you don't give them the loophole.
