I live in Texas. When I was a boy there were prisons for juveniles that were called Reform Schools. I heard about them from friends at school who had been "inmates." It sounded like life was pretty brutal there due to the staff as well as fellow inmates. I did a lot of stupid things as a boy but I was never dumb enough to get caught. I lived out of town, out in the country, so it was harder to pin things on me without an eye witness. I joined the Marines when I was 17 YO, so that got me away from the prying eyes of the LEOs. My main partner in crime joined the Navy. That got us out of the area long enough for things to cool down.
