I'm assuming that the $80 billion will be spent as wisely and efficiently as most US federal money is spent these days. So it will mostly be frivolously wasted on nonsense and virtue signaling, and the new agents will all be incompetent diversity hires who will require constant training and retraining and re-re-training, but most will never get off the ground as active agents.
