The fetishisation of democracy has convinced a lot of people you need a majority on your side to achieve any meaningful change but this isn’t really borne out by reality. In the US it’s said only about 3% of the population stood against the British in their successful revolution, in Ireland only about 1,000 stood against the British in the initial strike for freedom, and the more recent PIRA in Northern Ireland never had more than 200 active volunteers, while only around 1,000 Parisians of the third estate stormed the bastille. Everything gets kicked off by small numbers, the masses only come onside later.
